The Paris Agreement outlines results-based finance which is a cornerstone to the implementation of REDD+ in the tropics. Many tropical countries have developed national REDD+ strategies and are seriously considering their potential to contributing to the mitigation of climate change in the context of NDCs under the Paris Agreement. For results-based payments for REDD+ which the Green Climate Fund, a financing institution of the UNFCCC, is expected to provide important funding in the coming years, several tropical countries’ efforts to set national and sub-national reference levels have already been made in tropical forests of varying ecological and socio-economic complexities. Although the Warsaw Framework provides guidance on the establishment of a national forest reference emission levels/forest reference levels (FRELs/FRLs), making reliable and consistent FRELs/FRLs at national, sub-national and project levels is becoming a key challenge to be addressed through increased research and capacity building. This side event will provide an opportunity to discuss issues of constructing FRELs/FRLs in selected tropical countries and enabling conditions for results-based payments for the effective implementation of REDD+.
