The Basque Centre for Climate Change (BC3), offers a Scientific Project Manager Position on SOTERIA project. SOlutions TEsting for Regions through Insurance for climate Adaptation (SOTERIA) project is a 30 months Horizon Europe project (GA 101112867), funded by HORIZON-MISS-2022-CLIMA-01 (Type of action: HORIZON-RIA) call developed by consortium of 15 European partners and coordinated by BC3.

About the project:

The SOTERIA project aims to advance innovative insurance solutions for climate change adaptation in different European regions and communities. To do so, SOTERIA will work through three main tracks forming the core of our approach: i) documenting best practice in relation to data, new insurance and robust enabling frameworks; ii) testing of some of these solutions; and iii) the creation of communities of practice for regions and insurance as legacy.

We aim to help reducing the protection gap by documenting best practice and the testing of insurance products and services that reward proactive prevention measures while seeking to increase coverage through co-designed solutions. We will also consider the enabling framework that analyses the role of public sector modernisation and how to develop affordable insurance schemes that leave no one behind, through our Communities of Practice engaged in Climate Resilience society-insurance dialogues. SOTERIA will take these solutions from the levels of research to demonstration and testing with some at the level of pre-commercial procurement in at least three cases thanks to a network of three pilots and 5 satellites that span different geographical areas (and needs). The project legacy a set of best practice materials as well as a Community of Practice to support other regions interested to design and/or adopt innovative insurance solutions. SOTERIA will contribute to the wider goal of the Mission Adaptation to increase Europe’s resilience and preparedness to face unavoidable consequences of climate change by filling the gaps on insurance coverage for climate adaptation.

Job description:

Key responsibilities:

The Project Manager will be responsible for the daily management and implementation of the project under the direct supervision of the coordinator, and will partner with public institutions, insurance associations, reinsurance industries, governments and private entities. Main tasks include spanning all Work Packages (WPs) and tasks related to the project implementation, including:

–      Monitoring the overall progress regarding milestones and deliverables;

–      Operationalisation and timing of all activities in the project;

–      Identification of any unanticipated risks;

–      Organize the meetings and events of the project.

–      Acting as the centre of communication between all internal and external stakeholders.

–      Assisting all WP and Task Leaders in their timely delivery of project outcomes and reporting requirements and manage associated budgets;

–      Champion the preparation of deliverables and annual reports as well as preparation of the technical interim and final reports;

–      Identifying additional funding opportunities for further development of this initiative, co-drafting and supporting proposal preparation and tender submissions for project development related opportunities in Europe.

Main requirements

  • Bachelor degree of science is required.
  • University Master’s degree in environmental, climate change management or related disciplines would be an asset.
  • At least 8 years’ work experience in the management and implementation of EU contracts and grants, including managing project budgets, reporting, delivering project outputs and engaging stakeholders.
  • Experience managing major projects in the field of NBS, ecosystem restoration, weather and climate-related risk related projects.
  • Knowledge in nature conservation regulations, strategies and related international frameworks.
  • Knowledge in the European insurance sector regulations, requirements, data repositories (EIOPA, Solvency, etc.)
  • Previous experience in developing indicators, data management and website management (maintain the website, including content and design) will be highly valued.

Skills:

  • Relevant experience in events organization.
  • Profound knowledge of MS Office and ability to learn and use project management software.
  • Ability to form and maintain strong relationships with internal and external stakeholders, in particular with governments, insurance associations, civil society, the private sector and international organizations.
  • Fluent spoken and written English.
  • Strong communication skills: written, verbal, and the ability to effectively communicate complex issues.
  • Organizational and networking skills, team-oriented attitude and ability to work independently.

Term of contract

The position will be for the whole duration of the project (last possible incorporation date is the 1st of September), with a probation period of 6 months based on the performance of the work.
